WICOMICO COUNTY, Md. – The Maryland Public Service Commission will hold a virtual public hearing on Dec. 3 to review a proposal for a 5-megawatt community solar project in Wicomico County.
 
Wicomico Rayne Solar LLC is seeking a Certificate of Public Convenience and Necessity to build the project on about 37 acres at 30101 Union Church Road in Salisbury. The application was filed in June.
 
The hearing will begin at 6 p.m. before Chief Public Utility Law Judge Kristin Case Lawrence. It will include a presentation from the developer, statements from the Maryland Department of Natural Resources’ Power Plant Research Program and PSC technical staff, and an opportunity for the public to comment.
 
Residents who wish to speak must sign up by Dec. 2 through a Calendly link on the PSC website. Once registered, participants will receive a Zoom link. The hearing is also expected to stream on the PULJ Division’s YouTube channel.

I write today on my concern about  this Solar Facility proposal in Wicomico County, MD by the developer.
 
Wicomico Rayne Solar LLC, to build the project on about 37 acres at 30101 Union Church Road in Salisbury. The application was filed in June.
 
Since the beginning of the Moore Administration in January of 2023 The Governor’ plan to take the State in a “new direction” on energy generation. With Investments in “Renewables” wind and Solar.
 
In 2023 the Governor signed “the power act” to make the State the “Wind Capital” of the US. Making investments in an Offshore Wind project between Worcester County, MD / Ocean City and Sussex County DE / Bethany Beach. That project has been hit with heavy resistance and legal litigation.
 
In the 2025 Maryland Legislative Session, the Democrats in the Legislature and Governor Moore Passed solar legislation that changed zoning processes to make it easier, to convert farmland in the State to Solar Fields. Destroying our States farmland for Solar Fields paid for by Taxpayer subsidies to Solar Companies..
 
During the 2024 Legislative Session the Democrats in the Legislature and Governor Moore passed SB 1 a 34-page regulatory bill that was accused  to “handcuff retail energy suppliers so severely that the state’s deregulated marketplace will effectively disappear.” With the Moore Administrations heavy investments in renewables and punishing “Traditional energy providers” with heavy regulations, energy rates in the State have increased by a 1000 percent since January of 2023..
 
Since November of 2024 with President Trump winning back the White House, The Trump Administration has been working with the USDA to cut off federal subsidies to Wind and Solar projects, on Solar if the project is placed on farmland. President Trump has signed Executive Orders to do this. 
 
The Moore Administrations response to President Trumps Executive Orders, since January of 2025 is to have the State Attorney General Anthony Brown sue the Trump Administration almost “Weekly” the 1st Lawsuit was filed January 21st 2025, and AG Brown hasn’t stopped….
 
 With the National Trend around the Country right now with Data Centers & AI on the horizon, most energy experts say Nuclear Power is what is needed to meet these demands. In the past month it was believed Maryland could have “Rolling Blackouts” coming if the States “energy crisis” isn’t addressed. Wind and Solar isn’t alone is not going to work for these needs. It’s good to see Calvert Clifffs wanting to “expand” their Nuclear Capabilities I hope that effort is supported by the State.
 
During the 2025 Maryland Legislative Session Maryland Senator Steve Hershey wrote an excellent piece in the Baltimore Sun, in how Maryland’s largely “Self Inflcted” energy problems came to be, the Maryland Freedom Caucus rolled out a 4 point plan to reduce energy rates. Yet all of that was ignored by the Moore Administration and the Democrats in the Legislature.
 
In the fall of 2025 the Maryland Freedom Caucus traveled to Pennsylvania for a regional meeting with other States on a “real Solution” to deal with high energy costs and a plan to solve the issue. Governor Moore’s response to this the same week was to invest more of the States tax dollars in Green Energy projects. “Doubling Down” on his policies that got the State in the “energy mess” it’s currently in…
 
In closing this 37 acre plan for a Solar Facility, is destroying farmland in Wicomico County, several residents testified yesterday at the Wicomico County Council meeting, that live near this site with many concerns that seem to be being ignored by the Developer and the State. The way this legislation on Solar was passed this past year in Annapolis was heavy handed, and amendments were shot down by the Democrats. Maryland is at a “crossroads” on energy generation renewables like wind and Solar should be “supporting” traditional energy not replacing it. 
 
 The State needs to stop it’s ” war” on traditional energy. It’s going to be needed to power what’s coming on the horizon… The Maryland “energy crisis” is doing much financial harm to the States Businesses and Working Families. With all of this Maryland desperately need a “Course Correction” and a  comprehensive plan and strategy on its energy generation, because what’s being done currently is not working…

  1. So now we are being threatened with rolling blackouts, after environmentalist are lobbying for, and succeeding, regulating traditional power plants out of existence.

  2. All these solar farm developers include a clause in their 20 to 30 year contracts stating money will be put in escrow for decommissioning and removal of the solar complex if the land owner does not want to renew upon completion of time. This is a new industry and hasn’t been in existence long enough to trust the developers, or the legal results. I realize a legal contract must be signed by both parties, but what happens if the developer goes bankrupt and absorbs the escrow money. Land owners can find themselves stuck with acres of defunk solar panels rendering their land untillable for crops. Now what? And solar panel companies are developing new technology faster than installers can keep up with, making new solar farms obsolete soon after going online. I’ve gotten multiple offers by snail mail to develope my land but refuse. Instincts tell me no way. The old saying is “If it sounds too good to be true, it is.”

  3. what a load of shit! “state’s deregulated marketplace” if every energy supplier of choice is owned by the same company (Exelon) how the f is that a choice? so tired of these money grubbing DemonicRats in annapolis lining their pockets at the expense of the citizens while trying to blow smoke up our asses! Are the people of Maryland really this stupid they keep electing these evil bastards?
