A Viewer Writes: Wicomico County Executive Julie Giordano time in Washington DC 07/17/25 – 07/19/25 Questions and Concerns

Hello Mr. Illuminati,
 
I am sending this because of something I saw that is very concerning to me from last week.
 
Last week the County Executive spent three days in Washington DC 07/17/25 –  07-19/25 Tuesday through Thursday, Tuesday she posited about a tour of the whitehouse, Wednesday night she and Director Luffman attended an event honoring Congressman Harris about limited Government, and Thursday she posted about an event her Director Luffman, The County’s Lobbyist Jeanine Haddoway Riccio, A National Republican Women’s event in addition a picture surfaced  of Wicomico County Deputy Sheriff Ben Parsons  was with them sitting next to Director Luffman at this event
 
It’s very strange a Deputy Sheriff who is not in management at the Sheriff’s department, and does not work in her office would be at this event with them.
 
It appears the Republican women’s event tickets cost between $50-$65 dollar’s. (link to event below) 
 
Also in doing some research the Maryland State Police have to report any gifts they receive over $20 Dollars. I know Deputy Paron’s is a Wicomico County Deputy, however Wicomico County is in the State of Maryland (Rule Cited Below)
 
So the question is did Deputy Parson’ s pay for this ticket himself, or was he comped? If he was comped shouldn’t he have to report this, being the costs of this event exceeded $20.00?

Maryland State Police Police  Accepting gifts from elected officials: 
 
“Exceptions The following gifts constitute exceptions to the Law’s gift prohibitions and may be accepted from a controlled donor: • Meals and Beverages consumed in the presence of the donor or sponsoring entity. 7 The key here is that the donor/sponsor of the meal must be in attendance. The offer of a gift of a meal where the donor/sponsor does not participate is not covered by this exception. If the value of the meal exceeds $20, or the donor provides two or more meals with a cumulative value of $100 or more, the meal(s) must be reported on the recipient’s financial disclosure statement.”

Also the Executive and Director Luffman were in DC the night before, at the Andy Haris event for limited Government, did they stay overnight in a hotel? 
 
Did Deputy Parson’s go with them to DC  the night before, and attend that event? Was he comped for that event? Did he stay at the hotel too? 
 
If he did, did he pay for his room? or did he get comped? If his room was comped and was comped for that event, if they both exceeded the price of $20 dollars, shouldn’t Deputy Parson’s have to report these? 
 
Was the County vehicle driven to DC? Did deputy Parsons drive the County vehicle to DC? Was Management in the Sheriff’s department aware he was driving the County vehicle? I know he probably was on leave, however, the Executive is using the Deputy for transport and security reasons, however he is on leave and not in official capacity as a police officer at that moment. So him being on leave sort of defeats that objective. 
 
Also how is this not a potential liability issue? Should there be a traffic accident, or an incident should happen where Deputy Parson’s would have to take action in a law enforcement capacity. Especially if it is not known to Deputy Parson’s Superiors that he is acting in this capacity. This is why for example when a Maryland State Trooper is assigned for transport and security for the Governor or LT Governor there is communication and coordination between the Governor’s office and & MSP Leadership, also that’s called responsible Government. Something at least IMO is not happening in this County Executive’s office.      
 
Overall look of this trip to Washington last week being the County is in a crisis with the landfill looks terrible, just like with the Executive Accepting a campaign check in her office during the workday and posting it on social media, misuse of Government property for fundraising, or misuse of county employees both for it appears for her personal gain is a terrible look and I hope this is looked into. 
 
I am also copying The State Ethics Board on this, The County’s Ethics Board, and Wicomico County Council Leadership on this communication.

  1. Logan made a lot of ASSumptions there. Wicomico County employees have a similar declaration to make if they receive anything of value over $25 (I think; the value may have changed). Maybe You also assume he’s going there as security. Maybe not. Maybe going there on his time is his business. I doubt very seriously he took a Sheriff’s Office vehicle. Let’s try and get some information before you start all this grandstanding.

  2. Yup, the circuit court administrator got busted for receiving gifts and keeping them for herself. No ethics anymore.
