Baltimore City Schools pays back $350k for Augusta Fells ‘ghost students’, more expected

Baltimore City Public Schools is being forced by the state to return hundreds of thousands of dollars paid by taxpayers to educate students who were not in school.

In March 2021, Project Baltimore first broke the story exposing a scheme to change grades and inflate enrollment at Augusta Fells Savage, a high school in west Baltimore.

Fox45 News obtained a list of 21 students who were enrolled at Augusta Fells but not actually attending. Ghost students, as they are known by educators, are used to pad the rolls and increase the amount of funding a school receives.

  1. Watching the Wicomico County Council meeting on PAC14 and Joe Holloway asked the question to the Wicomico County school system that a lot of us want to know: “So, who is running things, you or the union?” As usual, WCBOE was anything but transparent. Atta boy, Joe!
