Has the Moore Administration Already Spent the $2 Billion Dollars of Tax and Fee Increases It has Increased on Maryland’s Citizens in 3 years? With a Black governor, a powerful Black Caucus, and a lawsuit, Maryland reckons with reparations WAMU 88.5 (Article and Response)

Governor Wes Moore made national headlines after he—as the nation’s only Black governor—vetoed legislation for a reparations study in May. The move sparked immediate backlash from Black communities who felt blindsided by their own governor blocking what many advocates saw as a belated step towards justice.


In response, Moore said he didn’t need two years of studies to know that harm was done and repair was needed. He argued that now was a season for action.

It took some time, but Marylanders demanded action. First, in April, a distant relative of Harriet Tubman took his own $6 million lawsuit to federal court, calculating exactly what the state owes him, based on the unpaid wages of his enslaved ancestors. And in late July, the Legislative Black Caucus fired back, vowing to override his January veto.

Now all three branches of government are wrestling with the same contentious questions: What does Maryland

 
 owe Black residents for generations of slavery and systemic discrimination? And which vision for repair should take the lead?

The Governor’s Path, Action Over Studies

The action from Governor Moore’s office on reparations focuses less on individuals and more on systems, as he told reporters in July.

He hasn’t neatly packaged his agenda under the banner of reparations, but he points to policy steps, that taken together, look like the beginnings of restorative policy, like a $1.3 billion-dollar investment in historical black colleges and universities in the state; a record-breaking 175,000 person pardon of misdemeanor cannabis convictions done in June; and the creation of housing and development programs in neighborhoods the state said was harmed by past discriminatory practices.

“I’m announcing our first round of Just Community Designations in the state of Maryland for upwards of $400 million, Moore announced at Bethel AME church in Baltimore on Juneteenth.“$400 million to increase assets, $400 million to increase home ownership, $400 million to increase home values.”

In January of 2025 it was reported that the State of Maryland was facing a $3 Billion Dollar Deficit. In January of 2023 the Moore Administration inherited $5 Billion Dollars in the reserves from the Hogan Administration.
 
 
 
 
The response during the 2025 Maryland legislative session was increasing Taxes and Fees by $1.6 Billion Dollars, on top of the over $400 Million Dollars of Tax and Fee Increases from the 2024 legislative session.
 
Now Since April of this year Governor Moore and his Administration has taken Maryland on a “Massive Spending Spree” $400 Million Dollars for Impacted Areas around the State, $400 Million Dollars for revitalizing Pimlico  Race Track in Baltimore City, $300 Million Dollars for IT Contracts, and now $465 Million Plus dollars for placement of Foster Children.
 
 
 

Now if you factor in $1.3 billion-dollar investment in historical black colleges.

When you add this up this comes to roughly $2.8 Billion Dollars, that’s all & more of the $1.6 Billion Dollars the Tax and Fee Increases from this past session, and the $400 million plus dollars from 2024 session.  
 
How does Governor Moore and his Administration plan to pay for Kirwan? Where is this “Fiscal Responsibility” Governor Moore keeps talking about? Maybe this is why the Governor’s budget secretary resigned?….
 
This is the epitome of what “Tax and Spend” looks like, Maryland needs change in 2026.

  1. Maryland is beyond saving , Gov Moore is a moron and will crush Maryland families. I’m selling all I have and moving from this God forsaken state

  2. Tax Moore is the very worst thing that could have happened to our state. Pray to God he doesn’t get back in next election time. He must be booted the hell out.
