I respectfully write to the Queen Anne’s Country, MD Commissioners on why I believe they should consider adopting the “287G program”, so the Queen Anne’s County Sheriff’s Department and it’s public safety partners across the County,can better coordinate with the Federal Government in enforcing the law in keeping communities and citizens and safe on the issue of immigration, more specifically “Illegal Immigration” in Queen Anne’s County.
Since October of 2010, where the former Maryland Governor Martin O’Malley famously referred to illegal immigrants in the State “the New Americans. Governor O’Malley was making a declaration that Maryland was “Open for Business” when it comes to illegal immigration. Then Governor O’Malley worked with the Organization CASA and the Democrats in the Legislature to get laws passed “the Dream Act” which gave undocumented immigrants in State college tuition, and Drivers Licenses for Undocumented immigrants, and with counties and the Maryland State Police to put restrictions on enforcing ICE detainer requests.
Now in 2025, 15 years later the impacts of Maryland’s “Pro Illegal Immigration” policies Have had a negative impact on the State’s public safety, education, and financially.
On Education Maryland schools have lowered educational standards to accommodate the growing immigrant population Maryland under 2 Governor’s O’Malley and the current Governor Moore Maryland has increased taxes and fees by Billions of dollars on Maryland’s small businesses and working families, to help fund all the services the State provides for Undocumented Immigrants.
However right now in 2025 Maryland is $3 Billion dollars in the hole, with potential more Tax and Fee increases coming for the 2026 Maryland Legislative Session. One of the driving factors of Maryland”s deficit is the expansion of Medicaid that undocumented immigrants are receiving.
Frederick County, MD is the County in Maryland that had the program the longest, under the leadership of Sheriff Chuck Jenkins, who strongly defends the program, there was a witch hunt audit that was done on the program by the Frederick County Council. I think most citizens in Frederick County are thankful for the program that has been a “deterrent” for undocumented immigrants to come to Frederick County.
In addition this past week Wicomico County just entered into an agreement with ICE, Congressman Harris is praising Sheriff Lewis and the County for doing this.
We are a safer and more secure country thanks to the leadership the Trump Administration has taken on securing the border, and cracking down on illegal immigration.
Back here in Maryland between Governor Moore and Attorney General Brown, it seems pretty “business as usual” when it comes to illegal immigration in the State. Governor Moore in 2022 was endorsed by CASA, and Attorney General Brown filed his 1st lawsuit against the Trump Administration 1 day after the inauguration in January. Governor Moore seems to use Attorney General Brown as ” the Bad Cop” in opposing the Trump administration on enforcing immigration laws in Maryland. Governor Moore, and Attorney General Brown just like Governor O’Malley are all very beholden to the organization CASA and their mission, selling out law abiding citizens in Maryland for illegal immigration for the past 15 years.
On August 5th 2023, in Harford County, MD Rachel Morin a 38 year old mother of 5 went jogging in Bel Air Maryland, and ended up being raped and murdered by an illegal immigrant Victor Martinez-Hernandez, Martinez Hernandez had a long record of violent criminal behavior. The murder of Rachel Morin may be the most horrifying murder in Maryland by an illegal immigrant in the last 15 years by someone who had no business being in the US or the State of Maryland.
So from all of this Is why I respectfully ask the Queen Anne’s County Commissioners to consider into entering into the “287 G” program this will be another “tool in the toolbox” to help the Queens Anne’s County Sheriff’s Department and it’s public safety partners to help enforce the law in Queens Anne’s County on illegal immigration to keep communities and citizens safe. This will make Maryland one less County that isn’t a place for illegal immigration to run wild like they have done across the bridge, and stand up for victims and the memory of mother’s like Rachel Morin who let’s hope nothing like this ever happens in Queen Anne’s County or anywhere else in Maryland ever again.
