Wicomico County Council Approves Legislation to Prohibit Out-of-County Waste and SecureLandfill and Convenience Center Operations

The Wicomico County Council has passed legislation to prohibit out-of-county waste from being disposed of at Wicomico County facilities and to preserve the existing hours of operation at the Newland Park Landfill, convenience centers, and recycling centers.

This action was taken in response to the County Executive’s plan to begin phasing out landfill access for commercial haulers on August 1, 2025, and to possibly close convenience centers.

The Council believes such major changes should not be made without the public’s input in an open session.

By passing this legislation, the Council is ensuring that its residents continue to have reliable access to solid waste facilities, and that decisions about reducing services are made only with public involvement.

The legislation prohibits the disposal of out-of-county waste at Wicomico County facilities, thereby protecting local resources for County residents and businesses. It also codifies the current days and hours of operation for the landfill, convenience centers, and recycling centers, ensuring that these critical services remain available to the public. To promote accountability, the bill establishes fines and penalties for violations, including suspensions of facility access for
repeat offenders. Additionally, it requires that any future changes to facility hours or access must be approved by the County Council in a public legislative session, except for temporary emergency adjustments related to weather, safety, or staffing.

The legislative process is about protecting Wicomico County taxpayers and guaranteeing the public a voice in how essential services are provided.
