Former SDHS teacher pleads guilty to decades-old abuse of minor; Worcester school administration chastised for not reporting incident

A former Stephen Decatur High School band teacher pleaded guilty this week to a misdemeanor charge stemming from a sexual relationship he had with a student more than three decades ago, but not before the involved parties accused school administration of playing some part in the underage abuse.

In Worcester County Circuit Court this week, Ronald Lee Davis, 64, of Salisbury, pleaded guilty to a misdemeanor violation of the state education law regarding sex offenses that occurred on premise. As part of a plea agreement with the state’s attorney’s office, Davis waived the one-year statute of limitations for the misdemeanor charge and was sentenced to six months, with all but two days – or time already served – suspended.

“Actions have consequences, and he is here today accepting those consequences,” said John Phoebus, Davis’ attorney.

Last fall, law enforcement in Worcester County received a letter from the Archdiocese of Baltimore’s Office of Child and Youth Protection regarding a woman who told them she had been sexually abused during her time as a student at Stephen Decatur. When reached by local law enforcement, the victim said she wanted to move forward with an investigation. She told police her sexual relationship with Davis during the 1991-1992 school year led to depression and nightmares.

“What Mr. Davis has done has left me with a lifetime of trauma,” she told the court this week.

  1. Lou Taylor only cares about how HE looks…he is a disgrace, and should be fired for hiding what that teacher did to a 16-17 yr old girl. He has a habit of hiding things, not only child sex abuse, but drugs issues, fights, behavior issues by athletes. SHAME ON YOU

    1. 7:55 – I think you have some facts wrong. Lou Taylor immediately reported this to his superiors. He was an Assistant Principal at the time, and APs have no real authority in a school. I am not aware of Mr. Taylor reporting this to Social Services (he should have documented it by law). If Mr. Taylor did not report this to Social Services, then he certainly has a moral/legal issue(s) to address.

      At the very least blame rests with HR/The Super at the time and their actions/lack of action. At that time, there should have been both an internal school system investigation along with a Police/Social Services investigation.

      At the very least, civil litigation is certainly an option for the woman/girl in this situation.

    2. If you actually bothered to read the article, you would know this abuse happened in the early 90s. Any sort of cover up would have been done 30+ years ago. This has nothing to do with Lou Taylor.

  2. Protect your children folks. The epidemic of pedophelia in government is one of the greatest threats they face.
