A Viewer Writes: Scooters in Town

Joe,

The scooters all around town are becoming a menace.
They block the public sidewalks which are designed specifically for wheelchairs and conform to ADA (American Disabilities Act) specifications. Did you know that there is a specific width, slope and texture that must be used to make sure those with disabilities can use them?
They end up in private property where owners don’t know what to do with them other than place them on a sidewalk or in the street.
The last time we had rental vehicles like these, the orange bicycles, a good number of them ended up in the river.
And then there’s the use of them in the lanes of vehicle traffic, even when A bike lane exists. Slowing down traffic and causing an issue of safety.
The users don’t pay for insurance, tags or registration, but they use the streets and sidewalks tax payers pay into.
Who is responsible when scooters slam into vehicles?
The same thing is going on in Rome.
Sincerely,
Concerned Anonymous Citizen

  1. I wonder if a scooter is left on your private property… Can you load it on your truck and take it to the landfill? Is that legal?

  2. I’m thankful those types of scooters are not on the island. Sheesh the challenge that would encompass. Was in Salisbury couple of weeks ago for appts. Saw scooters in lots next to businesses. Hate to be the employer who has to collect them – when they collect them – or if they collect them. I visited San Antonio a few years go and during the night/early morning there were trucks that went around town collecting the scooters. Figured they used GPS for collection purposes.

    Speaking of the island, just in the last 48 hrs, couple of stabbings down by the inlet and a citizen got hit near Seacrets after midnight this morning. Frogger being played every nite outside of Seacrets and so many other areas!

  3. Nice idea, if we lived in a magical place. But we don’t. Fundamental problem is that people who use them have no ownership of them, so they don’t care about them. And wherever they feel like dumping them isn’t their problem either. If someone wants to ride a scooter around town I support that, but only if it’s their own scooter that they’ve paid for. Wonder how many would be dumped all over in other other people’s way if they were the riders’ property? None. It’s a public nuisance. And why are riders of these things not required to wear helmets?

    1. It is recommended , not required and Bird will send you a free helmet after your first purchase, you pay shipping – or so says google

  4. The city doesn’t care, and unless you start a petition or a concerned citizens group nothing will be done.
    Calling the police, instead of ignoring their infractions may render more results, as they will quickly grow tired of the complaints. Or the police will simply ignore your call, which has happened in the past on other issues.
    Complaining on a blog will render zero results.
    Bird has insurance, but I am sure they are very skilled at passing the problem on to the rider – whether it be a personal injury or a property damage accident
    Scooter only go 18 mph.
    What happens when a bicycle runs into you? Scooter is no different and is why it does not need to be registered as a motor vehicle.
    Retaining a scooter is theft but calling the police to report stolen property in your yard might be helpful – since the city doesn’t provide a number to call.

    The longer you put up with it the longer it will go on, and the only action anyone has taken is complaining on sbynews

    Salisbury is 10 years behind the rest of the world in common sense and intelligence, and this is the price you pay for it.

    1. 18 mph??? The 6 to 12 year olds can double that going down a slight hill…. And they do so with no fear.

  5. This is why they do not need to be registered or insured.
    Information you could have easily found yourself on the MVA site

    Definitions:

    · “Moped” means a bicycle that:
    Is designed to be operated by human power with the assistance of a motor;
    Is equipped with pedals that mechanically drive the rear wheel or wheels;
    Has two or three wheels, of which one is more than 14 inches in diameter; and
    Has a motor rating of 1.5 brake horsepower or less and, if the motor is an internal combustion engine, a capacity of 50 cubic centimeters piston displacement or less.

    · “Motor Scooter” means a non-pedal vehicle that:
    Has a seat for the operator;
    Has 2 wheels, of which one is 10 inches or more in diameter;
    Has a step through chassis;
    Has a motor: (i) With a rating of 2.7 brake horsepower or less; or (ii) If the motor is an internal combustion engine, with a capacity of 50 cubic centimeters piston displacement or less; and
    Is equipped with an automatic transmission. “Motor Scooter” does not include a vehicle that has been manufactured for off road use, including a motorcycle and all terrain vehicles.

    1. If they are for public use on public property then no matter what the definitions are they should be registered and insured. If one of the riders goes into traffic and gets hit by a registered motor vehicle who pays for the collision? If it isn’t the motor vehicle drivers fault who pays for the damage to their vehicle? No wonder we have so many fat people. They can’t even walk down the street and have to ride a scooter.

    2. My wife and I had two kids on those scooters cut us off as we were turning onto Snowhill road by the park. Then we turned onto Carol St. and then up Eastern Shore Drive and stopped at the light of Vine Street and Eastern Shore Drive. At the Red light on the other side were two Salisbury PD officers, one bhind the other.

      Suddenly the same two kids come blasting out of Vine Street, ignoring the stop light and road right past both police officers and as expected the officers did nothing.

      I understand they have to choose between the lesser of two evils of either chasing them and risking an accident or letting them go and risking them getting into an accident. The problem though is that the more they get away with it the more embolden they get and then the chances of injury continue to clinb higher.

  6. Many colleges and universities have been successful with them – even to have them shut off once of the campus premises. They seem to have figured it out as well as the students. Other REAL cities have been successful too. Just goes down to management as well as good standard operating procedures for implementation. Scooters are not for all places.

  7. If you have seen these scooters used in a reckless manner put the city attorney on notice. That way when someone is injured by these reckless thugs the city is on notice about the danger and will pay out. And hey, the city attorney is making good money so you are not bothering him! And don’t worry about any conflicts of interest. City attorney can be contacted at Cockey, Brennan & Maloney, 313 Lemmon Hill Ln, Salisbury, MD 21801

    1. I see 8 year olds riding them.
      One crossed Rt 13 @ Main street popping a scooter wheelie.
      By the time you call the cops and they take 30 mins to arrive the kid is gone.
      No one in city government is going to care until some 8 year old gets killed and then it will be all crocodile tears and award winning acting as if they had no clue this was going on.
      That’s what happens when you have the woke running your city government who are more focused on rainbow cross walks and bike paths.

  8. We were talking about this the other day. So let’s say we grab a scooter that is laying outside of an apartment to run to the store to grab something. How do you prevent someone from taking that scooter on another run while you are in the store to pick up things? If that happens how do you get back to your apartment now that your scooter has been taken by someone else. I see them all over the place but not sure I have ever seen anyone actually using them.

  9. They ONLY got these waist of $$$$$ (taxpayer’s ) for the Blacks , who misuse them for their Drug trafficking !!!!!!
