Earlier this year, the Maryland Lynching Memorial Project sent me a petition, which originated with students from Loch Raven Technical Academy. I was asked to consider granting a pardon posthumously for Howard Cooper, a 15-year old boy who was lynched in Baltimore County in 1885.
After a thorough examination of the facts and much thoughtful consideration, this morning, I granted a pardon to Howard Cooper. But digging into this case led me to investigate the details of all the cases of the injustice of lynching in Maryland.
The result is that today, I granted pardons to every single one of the 34 victims of racial lynching, which occurred in the State of Maryland between 1854 and 1933
Maryland has long been on the forefront of civil rights and our national reckoning on race, and so now, once again, we are leading the way as together we build a more perfect union.

Perhaps I missed a fine point?
Lynching carries the clear implication the victim was killed by hanging without benefit of a legal trial, conviction by a jury, and sentencing by a judge assigned to the case. We can all agree lynching is indefensible, without regard to whether the victim was guilty of whatever offense they were hung for.
So. if they weren’t convicted and sentenced, how can they be pardoned, especially as a group exercise?
Maybe Ludicrous Larry can take his magic pen to Bawlmor and raise the grades, SATs and graduation rates; that would at least give the appearance of progress!
