The Second Amendment Foundation (SAF) filed suit on November 13, 2020, against Maryland’s “good and substantial reason” regulation, claiming it limits concealed carry permit issuance to miniscule numbers throughout the state.
The suit, Call, et.al. v. Jones et. al., was filed in the United States District Court for the District of Maryland.
The Firearms Policy Coalition (FPC), the Citizens Committee for the Right to Keep and Bear Arms, and Maryland Shall Issue, Inc., are plaintiffs along with the SAF.
The suit lists State Police Secretary Woodrow Jones III and Maryland Attorney General Brian Frosh, in their official capacities, as defendants.
Maryland is a ‘May Issue’ state for concealed carry permit issuance. This means that, even if a law-abiding citizen with no criminal record applies for a concealed carry permit, the state is not bound to issue one.

This is a good thing. I have had a permit for years, but believe everyone qualified for one should have one if wanted. It should be up to a individual if they want to carry, not the state. Maryland has been for years, a difficult state to succeed in obtaining a permit. I hope the law suit ends in favor of the SAF.

Hogan surely could have been more supportive in this area. However, he spends his time being critical of President Trump and then calls for a less divisive Republican Party after he has announced voting for a dead person for President. What a hypocrite!
