Wicomico County Holds Inaugural Meeting of Water & Sewer Technical Advisory Board

Salisbury, MD – Wicomico County is proud to announce the successful inaugural meeting of the newly established Wicomico County Water & Sewer Technical Advisory Board, held on March 26, 2026, at the Government Office Building in Salisbury.

The meeting marked an important milestone in the County’s ongoing commitment to strengthening water and sewer infrastructure, protecting public health, and planning for future growth. The Board was formally called to order at 6:00 p.m., bringing together a group of highly qualified professionals tasked with providing technical expertise and strategic guidance on critical water and sewer initiatives.

Following opening remarks and introductions, members received training on ethics requirements and the Maryland Open Meetings Act from the Department of Law to ensure transparency and accountability in all Board proceedings. The Board also adopted its bylaws and established foundational procedures for
scheduling, agendas, and operations.

Board leadership and membership were confirmed in accordance with Wicomico County Legislative Resolution No. 124:

Dallas Baker, P.E. – Chair
Stephen L. Marsh, P.E. – Board Member
Austin Whitehead, MBA – Board Member
William R. McCain, MAI, MBA – Alternate Member

During the meeting, the Board received a comprehensive briefing from the Wicomico County Department of Public Works and the Center for Watershed Protection. Topics included current and ongoing water and sewer
initiatives such as preliminary engineering reports (PERs), updates to the County’s Comprehensive Water & Sewer Plan, and the Salisbury Septic Elimination Project (SEP). Future opportunities for expanded infrastructure planning was also discussed.

The Board agreed to meet at least quarterly, with a full schedule to be finalized and publicly announced within the next 30 days.

“This Board brings together a tremendous level of expertise and professionalism,” said County Executive Julie Giordano. “Their work will play a critical role in helping us plan responsibly, protect our environment, and ensure that our infrastructure keeps pace with the needs of our residents and future growth.”

The creation of the Water & Sewer Technical Advisory Board reflects Wicomico County’s proactive approach to long-term infrastructure planning and environmental stewardship. The Board will work collaboratively with the Department of Public Works, the Executive Administration, the County Council, and community stakeholders to advance thoughtful, data-driven solutions.
