House leaders are fast-tracking legislation to redraw the state’s eight congressional districts, drawing sharp criticism from Republicans who stand to lose the only seat the party holds in Maryland in the process.
 
The House on Friday introduced House Bill 488, a 40-page bill redrawing the state’s congressional districts for 2026 and then asking voters to approve a constitutional amendment that would keep the new districts for the 2028 and 2030 elections.
 
The bill is scheduled to be heard Monday afternoon by the House Rules Committee and could be back before the full House by the middle of the week.
 
The introduction of the bill comes just three days after a five-member gubernatorial advisory committee voted 3-2 to recommend a congressional redistricting plan that would heavily redraw the Eastern Shore-based 1st District.
 
Republicans Friday were quick to challenge the process and express concerns the public did not have enough time to participate in a hearing. They also expressed concerns about how Monday’s hearing would be impacted by the impending snowstorm.
 
“It is disappointing, and frankly unfair, that the House will be shoving this legislation on an accelerated timeline that provides no real opportunity for public input,” said House Minority Leader Jason Buckel (R-Allegany), adding that a snowstorm could make it impossible to get to Annapolis to testify or knock out power, making virtual participation impossible as well.

Governor Moore in response the “National Political Vibe” in 2025 put together a commission on the States Congressional map, in November of 2025 chaired by United States Senator & former County Executive Angela AlsoBrooks.
 
The commission had several online hearings, getting input from citizens going into 2026 legislative
 
The Commission then voted in December,  of a vote of 3-2 to move forward “behind closed doors” 
 
“The 3-2 vote happened in a virtual meeting that was not listed on the Governor’s Redistricting Advisory Commission website and was not open to the public. There was no agenda posted. It was a meeting, and a vote, that Senate President Bill Ferguson (D-Baltimore City) criticized in a blistering statement that called the outcome “pre-ordained” and lacking in public transparency.
 
The commission, led by Sen. Angela Alsobrooks (D-Md.), met at 5 p.m. Just after 6, within minutes of the meeting’s close, Moore’s office released a statement in which Alsobrooks announced the commission would solicit maps from the public and hold two more meetings.” 12-18-2025 Maryland Matters.
 
Then in January the Commission from their hearings, rolled out the ” Proposed Map” in a vote of 3-2 on January 21st, 2026.
” The concept map overhauls the 1st District — the state’s lone Republican district, held by GOP Rep. Andy Harris. While the district currently includes the Eastern Shore, Cecil, and part of eastern Baltimore County, the conceptual map would have it stretching from the Eastern Shore over the Bay Bridge through Anne Arundel County and into part of Columbia in Howard County. The shift moves more liberal Democrats into the district held by Harris, the chairman of the conservative House Freedom Caucus.

So the commission and this map has proven what many believed was “the motive” was behind this all along, to make Maryland an 8-0 Democrat State with its Congressional Districts.
This entire process, has been critized by the Washington Post Editorial Board:

Democrat Maryland Senate President Bill Ferguson, LD  46 who was also on the Redistricting Commission & voted against moving forward & on the proposed map.
“What we know is the attorney general has said that it’s going to be about 120 days at least to prepare for a case in the world that a redistricting bill moves forward. That means that the window for action has already closed.
The filing deadline is February 23 for congressional races. That is well-past 120 days. And so really, we’ve missed the window to do anything. And if we tried to do something now, it would be even more constitutionally challenging because of the lack of timeliness of acting.”

Governor Moore’ has defended this entire process despite the criticism, thus far and is putting pressure on Senate President Ferguson to support the proposed map. Governor Moore met in Washington last week with Top Democrat Congressman Hakeem Jefferies, NY CD 8 urging support that Maryland Democrats “Move Forward” with this process.
 “I can respond to the Washington Post in five letters, ‘IDGAF,'” Gov. Moore said.
The Washington Post opinion piece said Moore is trying to “pretend he’s being principled” and “disenfranchise Republican constituents.” Maryland Governor Wes Moore 11-12-2025 CBS Baltimore
“Moore met with U.S. House Minority Leader Hakeem Jeffries in Washington, D.C., on Thursday. He told reporters that Ferguson should use his authority as Senate president to bring the map to a vote.
“My job is not to get around one person. That is not how democracy works,” Moore said. “I believe the Senate president believes in democracy, and I believe he’s going to show us that with this vote.”
Jeffries said redrawing Maryland’s map is necessary to ensure fairness nationwide after President Donald Trump encouraged Republican-led states such as Texas, Ohio and North Carolina to redraw their districts last year to favor of the GOP.” 01-24-26 WBAL News Radio
 So from all of this please call, email, make social media posts today till tomorrow that you oppose MD 2026 HB 488 the bill is being heard this Monday 01-26-26 in the Maryland House Rules Committee..
So  let’s do everything we can from letting the Democrats in Annapolis making Maryland 8-0 with no Republican representation… How is that “Fair’?…
