BALTIMORE (WBFF) — Federal prosecutors unsealed a superseding indictment Thursday charging two additional alleged members of the MS-13 gang’s Centrales Locos Salvatruchas (CLS) clique in Baltimore, expanding a racketeering conspiracy case that now includes four murders and two attempted murders.
 
The U.S. Attorney’s Office for the District of Maryland announced the indictment, bringing the total number of defendants charged in the Racketeering Influenced and Corrupt Organizations (RICO) conspiracy to six. Four other alleged members were indicted in July 2025.
 
The latest indictment adds a fourth murder and an additional attempted murder to the case.

According to prosecutors, the defendants are accused of participating in a racketeering conspiracy beginning in at least 2023 that involved murder, drug trafficking, and extortion as part of MS-13’s CLS clique operating in Baltimore.
 
The superseding indictment identifies Manuel Alexander “Snappy” “23” Lara Morales, 25, of El Salvador, as the leader of the CLS clique in Baltimore since approximately 2023.
 
Prosecutors allege Eliseo Alexander “10” “Zorro” “Terrible” Lopez Alvarez, 23, also of El Salvador, served as second in command.
 
Federal authorities say Lara Morales and Lopez Alvarez authorized the Sept. 4, 2023, killing of another CLS member or associate following a dispute over drug sales.
 
On that date, according to the indictment, Lopez Alvarez, along with Kevin “Mickey” “Gemelo” Cuestas, 21, of Honduras; Olvin Josue “Elevado” Posas Alvarenga, 23, of Honduras; and other alleged CLS members, located the victim outside a library, forced him into a wooded area in southeast Baltimore, and took turns shooting him.
 
The victim’s body was found five days later.
 
 
Prosecutors say Cuestas and Posas Alvarenga were formally “activated” into the gang following the killing.
 
The indictment also alleges that on Oct. 13, 2023, Miguel “Canabe” Riva Salvador, 24, of El Salvador; Josue Anibal “Flaco” Guerra Ramos, 20, of Honduras; Posas Alvarenga; and other CLS members attempted to kill a man who was preparing to testify against Riva Salvador in a pending Baltimore City Circuit Court case.
 
The victim was shot in the groin but survived.
 
Prosecutors previously detailed three other killings attributed to the CLS clique.
 
In November 2023, Lopez Alvarez, Posas Alvarenga, and other gang members used a fake Instagram account posing as a woman to lure a victim to a wooded area in southeast Baltimore, where he was shot and killed.
 
Authorities allege Lara Morales authorized that murder in advance.
 
 
In March 2024, Cuestas and Riva Salvador allegedly shot and killed another victim on a southeast Baltimore street before fleeing in a getaway vehicle.
 
The following month, Guerra Ramos and another alleged gang member were involved in a double shooting in southeast Baltimore that left one person dead and another wounded .

Across the Country like what we are seeing in Minnesota with Somali Fraud, and now an incident with an ICE agent shooting a woman who was trying to interfere in a law enforcement operation. Here in Maryland where an MS 13 member was indicted for multiple murders.
 
All of these things are happening due to “Sanctuary State” and “Open Border”  policies that have been supported by Democrat leaders like Joe Biden, Tim Walz, Martin O’Malley, and Wes Moore.
 
In Maryland since October of 2010, we have been a “Hub” for illegal immigration and it has cost the State of Maryland dearly on education, public safety, and economically.
 

On August 5th 2023, in Harford County, MD Rachel Morin a  38 year old mother of 5 went jogging in Bel Air Maryland, and ended up being raped and murdered by an illegal immigrant Victor Martinez-Hernandez, Martinez Hernandez had a long record of violent criminal behavior. The murder of Rachel Morin may be the most horrifying murder in Maryland by an illegal immigrant in the last 15 years by someone who had no business being in the US or the State of Maryland.

On Christmas Eve of 2025 in Anne Arundel County, an Ice agent was involved with a shooting, over an arrest where the individual came at the agent with their car.
 
Since January of 2025 with the incoming Trump Administration,which has changed immigration policies 100 percent from the Biden Administration. The State of Maryland and the Moore Administration through its Attorney General Anthony Brown has been part of the “resistance” of the Trump Administration on those policies filing its 1st Lawsuit against the Trump Administration 1 day after the inauguration, and hasn’t stopped. Attorney General Brown has put out memos on law enforcement in Maryland working with Ice, essentially threatening law enforcement in Maryland.
 
For the 2026 Legislative Session in Annapolis, Attorney General Brown and the Democrats in the Legislature want to pass a law to ban the 287G program from the State. Frederick County Sheriff Chuck Jenkins who has been a long defender of the program has said, 287G allows better coordination and communication with ICE at the local level to help “mitigate” incidents like we have seen in Minnesota and Anne Arundel County, where State and Local Democrat leaders support “Sanctuary State” policies for illegal immigration making it more challenging for ICE to conduct operations when State and local police departments are “Handcuffed” from coordinating and communicating with ICE.
 
There is no doubt we need to fight back in Maryland this 2026 session in Annapolis from Maryland becoming a Full on “Sanctuary State” for illegal immigration…..
