Hello Councilman / President Cannon & Councilman/ Vice President Merritt:
I respectfully write to the Wicomico County Council on the issue of recently passed legislation regarding the audit power / authority of the County’s Auditor.
This legislation that was passed by the Council without any opposition, has now been vetoed by the County Executive.
The County Executive stated her concerns in her veto about items that have been “carved out” of the legislation:
• Fiscal impact reviews of proposed budgets
• Budget amendments
• Other proposed legislation
• Hotline administration and investigations
• Special projects requested by the County Council
Also the Executive is concerned about equality, when it comes to who and what should be audited.
Well when we are seeing issues around the Country and here at home: the State of Minnesota, the State of Maryland, and locally in places like Baltimore City where Billions / Millions of Dollars are being fraudulently stolen, misspent, misallocated and
with lack over oversight we now need “Stronger Auditing” more than ever….
I hope if the Council “overrides” the Executive s veto, that the Council considers amending the bill, putting back in these items that were “carved out” back in , and in addition let’s make sure that everyone is held to “equal standards” when it comes to auditing.
I believe this bill is step in the right direction, however like most pieces of legislation there definitely needs to be some ‘kinks” ironed out.

It is easy to see how the Executive’s misrepresentation of the council’s intent could cause concern.
Yes, the original text was not as clear as it could have been and could be updated for resubmission.
Should a veto override be accomplished, we should keep an eye on what council functions are audited…

What is the issue with Julie and the audit legislation? I read comments from all her troll supporters on that undercover blog and the comments on her page all for Julie while attacking the Wicomico County Council. What does Julie have to hide? Why is Julie and her troll supporters demanding that it is the County Council that needs to be audited.
Well lets think about it. Why should the council be audited and not the county executive? Julie’s budget is $216 Million Dollars. The legislative branches budget is minute compared to the $216 million dollar budget that Julie Giordano controls. The councils budget is mostly the small part time “salaries” for the 7 council members. So again what does Julie have to hide?
Think about this. Who holds the purse strings. Hint – it’s not the county council so again, what does Julie Giordano have to hide? The county council doesn’t have a checkbook like Julie does. She’s afraid that the council will find out that she spent money on something that wasn’t in the budget. Why not have Julie present her Purchase Card expenditures to the council so that everyone can see what she is spending the county taxpayers “credit cards” on. Don’t forget that Julie and her husband filed for Bankruptcy prior to running for the county executive position. If she can’t handle her own bills then why should we trust her with ours.
Don’t forget there is an election coming up and her followers need to be educated.

And you have other county department heads that lost there homes, having children out of wedlock and staying with babies momma and there mail goes to another address and getting EBT and several other freebies as they collect a big paycheck with no qualifications but to be in any position but a fieldhand.
