Maryland House Overrides Veto of Major Education Measure

The Maryland House of Delegates voted Monday to override Gov. Larry Hogan’s veto of a comprehensive K-12 education measure that would boost school funding by billions of dollars over a decade’s time.

The House voted 95-37 to override the veto, clearing the 85 votes, or three-fifths, needed.

The measure has been a top priority of Democrats, who control the General Assembly.

The Maryland Senate will still need to override the governor’s veto for the measure to become law.

Senators passed the bill last year with enough support for a veto override.

They could take up the measure again as soon as this week.

The legislation was based on recommendations of a state commission and more than three years of study.

While it would be phased in, the measure is estimated to cost an additional $4 billion in fiscal year 2030, with local jurisdictions contributing to state funding to pay for it.

The legislature approved the bill last year.

Hogan, a Republican, later vetoed the bill, citing the economic fallout from the coronavirus pandemic.

Republican delegates joined the governor in opposing the bill, saying it was wrong to increase spending by such a magnitude in the aftermath of a pandemic.

  1. These socialist jerks are going to pass the “KIWAN PLAN” while they keep Teachers out of classrooms. This shows MD taxpayers why they elect Democrat Socialist.

    Where is the money coming from? Maryland is showing their true colors by raising taxes to pay for this unjust program.

    If they pass this then fire all the Teachers, since the Teachers are not in school and getting their out ragous salary and benefits.

    Another move that proves UNIONS elect Socialist Democrats and breaking tax payers back.

    MD is turning into California more every day with high taxes.

  2. This is outrageous! The Kirwan Commission’s plan includes large step pay increases to teacher’s for completing various certifications, while at the same time reducing the amount of time the teacher’s who move up through the certification process actually spend in front of the classroom. These “highly trained” teachers will instead be teaching other teachers in the certification classes and assigned to tutor “marginalized” students, resulting in their teaching to actual classes about 40% of the time. Google and read the full plan, not someone’s synopsis, if it hasn’t been taken down. The audacity of this money grab by people who have been sitting on their asses for all most a year is deplorable. Cost to Maryland taxpayers is $6,200 per household according to Hogan’s website after it is fully phased in. Who can afford this? Also I wonder, is the $6,200 figure based on needing that from every household? If so then I am sure the rest of us will be shouldering the burden for those who do not pay income taxes now- resulting in much more than $6,200 per family for a lot of us. Throwing money at this broken, and apparently corrupt, educational system is not the answer.

    I pulled my daughter from public high school, bought an on-line course for $1,800, and she has learned far more and retains what she learns because they will not allow her to move to the next lesson until she masters the one she has completed- meaning she must score a minimum of 8.5 out of 10. Instead of the teachers in the on-line school having degrees in Education and useless certifications like public school teachers, the majority of them have degrees in the actual subject they are teaching, Chemistry, Biology, English, etc.

    I pray the Senate upholds Hogan’s veto… the one thing he has done that I agree with.
