Couldn’t stand to listen to the whole thing to hear Lori’s comments. She is a true public servant and would like to know exactly what she said. That aside, who are these guys? Do they not understand the Greater Salisbury and the perpetually self-serving Mike Dunn have their fingerprints all over the political dysfunction and betrayal of taxpayers in Sby and Wicomico Co (and the disaster that Jake Day and his cronies at the state level are. Barrie Tilghman, Louise Smith, Jim Ireton, Gary Comegies, and on and on. It’s not the form of government, it’s the systemic corruption.
I watched this entire clip. Only the two guys spoke and they perambulated about this topic. This segment was 28 minutes I won’t get back.
We’ve had 3 elected and 1 interim, appointed executives; their styles and backgrounds have been different. The times in which they have served have varied both in terms of what is coming down from DC & Annapolis plus many other factors.
Employees at all levels at all employers have gripes and grumbles; I have them, and I had them in managerial roles previously. County employees are mostly local residents, they can vote, have neighbors and relatives who can vote. All of them can go before Council with concerns to the extent Council provides speaking time. Letters to the press, calls to TV, Facebook, you name it. I concede going public without following internal channels for redress first carries some risk, with every employer.
But let us focus on where the impetus for this Amendment came from. It was launched by the Council not from citizen petition, or citizens appearing before Council to complain about the form of government. It was one set of elected officials finding it difficult to work smoothly with another elected official who then decided to try and abolish the other elected office. That’s what this is about…start to finish. Akin to the Legislature vowing to abolish the Governor or the Congress deciding to abolish the President’s job. There is supposed to be some friction, and some give and take.
For transparency, I voted for the current executive in both the primary and general election; made no contributions of time or money; posted no signage. Voted for successful council member from my district likewise. That said, some of the executive’s actions, especially recently, have been displeasing and poor decisions that were voluntary. She will have to defend her decisions at the next election and if there is a better candidate that’s where my vote will go. As always.
But we got to the Charter, and to the Executive position because County Council and their appointed, responsive only to them, Administrator were doing such an unsatisfactory job that citizen unrest led to both the formation of a Charter commission which eventually drafted a plan, and to that plan getting onto a ballot where it passed. Councils in the interim have had fine, average and poor members but the Executive, as both check & balance and as day to day manager has filled a needed role.
I make no bones that any of the executives have been perfect; in fact 2 of the 3 predecessors have not been reelected so citizens have been paying attention. My contention is we should not change the charter at this time. This proposed change is driven by personality issues not structural problems with the position.
If this executive can’t maintain/regain public confidence and work constructively with majority of council we’ll have a different elected executive, and if council can’t work constructively with the executive we’ll need some new council members, too.
