Anonymous Reporting Systems
The Maryland Center for School Safety (MCSS) joins with other state and federal agencies advancing the importance of empowering bystanders to report behaviors of concern and suspicious activity.

Research conducted by the National Threat Assessment Center shows that “violence can be prevented when communities identify warning behaviors and take steps to intervene“. 2021 NTAC Averting Targeted School Violence Report
The critical step for bystanders to take is SAYING something when they KNOW something. A 2019 publication by the United States Secret Service showed that in two-thirds of attacks there was at least one person who knew something and didn’t say anything to prevent the attack from occurring.
Take the following steps to make sure your staff, students, parents, and community members WILL say something.
- Awareness – make bystanders aware of what behaviors are concerning and should be reported.
- Willingness to report – create the mindset that each person can help prevent school violence.
- Reporting tools available – give everyone in the school community multiple ways to report behaviors of concern.
- Respond to reports – ensure the appropriate school officials respond to reports in a timely and effective manner.

Safe Schools Maryland Anonymous Reporting System
Maryland provides FREE to all public, nonpublic, and private schools the anonymous reporting system called Safe Schools Maryland (SSMD). Reports can be made 24 hours a day, 365 days of the year. The tip taker directs the information received immediately to first responders when appropriate, and always to school officials designated by their system or organization to receive and respond to reports. This system is supported by MCSS in partnership with the Maryland Department of Emergency Management (MDEM). They know the SRO well, and they know that SRO can’t protect them if they don’t help, which means they tell to help keep everyone safe. Do us all a favor and keep your stupid comments to yourself.
