At the March 14, 2023 board meeting, Wicomico County Public Schools Director of Curriculum came before the Wicomico County Board of Education for them to approve curriculum for Biology and Environmental Science, only it wasn’t curriculum that the board was presented with – it was science standards/framework. The board is responsible for approving the curriculum and materials of instruction for the entire county school system. WCPS administration has historically deceived the board into rubber-stamping such items, which dangerously allows administration to have full reign over the county’s curriculum. Not so fast.
A Framework is an organized plan or set of standards or learning outcomes that defines the content to be learned in terms of clear, definable standards of what the student should know and be able to do.
A Curriculum includes the content that is part of the plan for instruction, including a scope and sequence, instructional units, lesson plans, resources, teaching strategies, and more.

The Director, Mrs. Julie Dill, has an extensive background in instructional matters – so much so that being caught red handed must be tremendously embarrassing for her.
This is compounded by the fact that she was called out by a board member who does not have an instructional background (that I’m aware of), but does seem to have significant common sense. Given that Mrs. Dill is a significant member of the core leadership team, it would seem that once again the WCBOE continues its old tricks with new faces.
Mrs. Dill, given this embarrassment, it may be time to tender your resignation to Dr. Stauffer.

The school system is kicking and screaming to carry out their old habits. The majority of the new school board seems to be well aware of those tactics. If they did not know prior, they are learning fast. If the county kids are going to succeed, the board will have to make tough decisions in opposition of the establishment.
Why did Brown oppose the amendment when it was clear to all others on the board it was the correct path to take at this time?
