Julia Glanz Joins Jake Day

City Administrator Julia Glanz to Become Assistant Secretary of Department of Housing and Community Development
City Administrator Julia Glanz has been appointed as an Assistant Secretary for the Department of Housing and Community Development for the State of Maryland, joining Secretary Jake Day. Glanz will resign as City Administrator effective March 3.
Glanz was hired as Assistant City Administrator in April 2015, and became City Administrator in February 2017. Glanz served as Acting Mayor from June 2020 to May 2021 during the combat deployment of former Mayor Jake Day. A native New Yorker, Glanz moved to Salisbury in 2007 to study at Salisbury University and graduated with a Bachelor’s Degree in Business Management and Political Science (2011) and a Master’s Degree in Conflict Analysis and Dispute Resolution (2013).
“I arrived in Salisbury as a bright-eyed college freshman and this City quickly stole my heart. It has been an honor and privilege to serve the residents of Salisbury, to provide the strongest services possible, and to be a member of this team of 458 amazing individuals,” said Glanz. “I am so proud of everything that we accomplished together.”
Upon Glanz’s resignation on March 3, Deputy City Administrator Andy Kitzrow will be named Acting City Administrator. To provide support during this transition, former City Administrator Tom Stevenson will rejoin the Administration in a temporary consulting role. Kitzrow and Stevenson will start their new roles in the coming weeks.
“Over the last eight years, we have dramatically improved the quality of life for Salisburians. I know that trend will continue under the leadership of Mayor Heath, Andy, and Tom. Each of them are strong leaders with an unshakable work ethic, dedication to our staff, and clear vision for Salisbury,” said Glanz.
Kitzrow has served the City as Deputy City Administrator since 2017, and has worked in local government at the Administrative level for over a decade. Kitzrow, raised in Salisbury, has a strong commitment to City staff and is a highly dedicated leader within the organization.
“Serving the residents of Salisbury and our City staff will always be my number one priority,” said Kitzrow. “By stepping into this role alongside Mayor Heath, I hope to continue the important work of championing our employees, our neighborhoods, our City wellness, and all of the things that make Salisbury great.”
Additionally, Kitzrow’s strong financial acumen has aided the City of Salisbury’s receipt of six consecutive Government Finance Officers Association (GFOA) Awards and six consecutive perfect audits by two auditors.
Stevenson served the City in various roles and levels of management across multiple departments as City Administrator, Director of Field Operations, and Director of Neighborhood Services and Code Compliance before his retirement in 2020 after 32 years of service.
“Congratulations to Julia on what is a monumental achievement in her career. I consider Julia one of my dearest friends, and I will miss her dearly,” said Mayor Jack Heath. “I am positive that with Andy and Tom at the helm, we will only continue to grow in our service to the residents of Salisbury and to our staff. I’m confident in the work that this team will accomplish together in the coming weeks and months as we look towards the next chapter for the City of Salisbury.”

  1. All Jake Day did was bring in more section 8 housing because they get federal funding for doing it which brings nothing but chaos and crime now he’s poised to do it on the state level and no doubt he’ll target small towns to destroy like they’ve done to Crisfield , Pittsville and Salisbury

    1. Correct! Bob Harris has his hands full and is doing a great job but he is only one man trying to clean up a town of freeloading imported bums. Look where his police station is. Bum shack in the back corner with shady bums coming and going all day and night. Then you have a felon from new york who constantly gets stopped by police for unregistered motor vehicles with switched tags and a false Salisbury address and a yard full of junk untagged vehicles. The apartments are over run with imported bums galore and have put a black eye on the town with what happened last summer. I really wish Mangini would enforce the junk in and behind people homes too. It is awful what it looks like along with a property with 5 plus sheds with trinkets strung between them to look like a petting zoo and none of these sheds were approved by the town and it looks terrible. A couple scabbed together and one turned back to the street.

I’m sure everyone’s aware on this year’s tax return Next year the state will want blood from you to pay for their corrupt education and left wing marxist spending! Since i pay taxes….IT sickens me they will be on my payroll. I would vote for either of these morons for dog catcher..

  4. Tells me a whole lot about Jack Heath when he calls her one of his dearest friends. Salisbury residents, we are apparently still in a downward spiral with him in charge. The damn bike lanes, speed bumps, messed up streets,
    planters, stupid little roundabouts where they are not needed, needs to stop. These people have taken perfectly good streets and messed them up so bad, its a nightmare driving around here at 5 pm, or for that matter any time. When something works, leave it alone, it does not need your attention or need to be changed.

  6. Can we now sandblast the the rainbow painted crosswalk and green bike trails? They add to the trashiness of Salisbury.
    The timing of the retirement of the Chief of Police and Jake boy wonder is very curious.

  7. The town needs to get back to basics. Stop the division with the alphabet, and racial inclusion crap. This is a town of all the people. Just be a town without an agenda push.
