10:01 and 2:47 you are correct. Affirmative Action is not discussed but when I worked i was constantly denied promotions because of affirmative action. Less qualified non-white males and females were promoted constantly while white males were overlooked or personnel changed interview scores and made white males lower than the cutoff score for promotions. This was and probably still the practice for the STATE of MARYLAND
