Members of the Ocean City Planning and Zoning Commission approved a site plan on March 19 for a proposed change of use to an existing two-story building at 11651 Coastal Highway.
The applicant, JDACAI Ocean City LLC, has plans to convert the former commercial retail space into an 891-square-foot restaurant on the first floor and 803 square feet of employee housing on the second.

“What’s different about this one is it is being presented in a phased manner,” Zoning Administrator Kay Gordy said. “So we have to approve it, if we choose to do so, in phase one and two, required by the code.”
Looks to me like jdacai is furnishing its workers with housing because they don’t pay them enough to live independently. Very similar to the old mining towns with company stores.
