Bill would criminalize roadside solicitation in Wicomico County

WICOMICO COUNTY, Md. –  A new bill in Maryland would criminalize those who stand on the side of the road, in response to an increasing number of injuries and road-side incidents.

Senator Mary Beth Carozza introduced a bill that would give police the power through county code to remove those in the roadway, shoulder, or median, but she says the bill is not just targeted at homeless panhandlers.

‘Sports teams, kids getting enthusiastic for their fundraiser or school, this is a safety issue,” Senator Carozza said. “This issue is brought to me by a police officer from the Salisbury police department. And he pointed out that they had received several complaints of concern about the safety of those who were literally in that median in the roadway that, you know, are either soliciting for money, whether it be someone that’s homeless or it could be even a student.”

She tells 47ABC that other counties already have this as part of their code, and the measure would bring Wicomico County inline with the rest of the state.

The bill is set to have its first hearing on Wednesday.

    There is a winnebago on Walmart parking lot by Sams club that has a large group of these folks staying there.

    They stand on the grass near the median road , and hold signs and collect money 💰

    Some bring dogs and babies out in hot weather seeking sympathy to collect cash

    I sorta think they are using the money for drugs and alcohol 🍸

Criminalize panhandling but let the thugs run wild riding dirt bikes and ATVs all over the city streets.i almost ran over one last night on old ocean City road, no lights whatsoever had to swerve off the side of the road to keep from running him over. Jury can’t fix stupid until you stop electing this dipsticks

LOOK people Jake Day and the LGBT queen who just had to publicize her “wedding” downtown are a part of Wes Moore’s cabinet. All you property owners are getting ready to foot the bill for Maryland s version of reparations for political positioning

Just go to the Civic Center where you a a gay deputy director with her “peeps’ in the front office along with a transvestite serving food for the catering department. Then head across town to the parks department where you have the most arrogant revengeful parks superintendent who talks to his employees like $hit except for his chosen ones and is nothing but a butt puppet to his superiors at the Civic Center. The only thing consistent about this clown is being inconsistent. I am glad I was terminated by him years ago it was the best thing ever happened to me.

  8. Something needs to be done about the group always gathered and out in the road with their signs and money cups at Jersey Road and Naylor Mill road intersection.

  9. Looking for a win-win solution to this vexing problem.

    The panhandler & solicitors want their tax free, no scheduled hours or days income. That’s why they hang there.

    Two solutions come to mind:
    1) Panhandling can be confined to bike lanes; there are now plenty of streets compromised by Jake’s madness and since no bikes use them it’s perfectly safe for the panhandlers to stand there.
    2) The city can auction off the curbs and medians for an annual or quarterly fee, paid up front. Also the panhandlers should be licensed. The ‘bury likes to find quirky certifications and awards that are easy to ‘earn’ and celebrate. Having professionally licensed panhandlers would be forging new ground in these micro competitions….and cheaper than copying Silver Springs fountain plaza from a couple decades past.

    from the STATE POLICE barracks !!!!
