Leaked docs: State police use quota-like system to reward arrests, issue new vehicles

Leaked internal documents show Maryland State Police supervisors discussing a points-based system that state lawmakers are comparing to a ticket and arrest quota, a practice that was banned in the state more than 15 years ago.

The documents reviewed by The Baltimore Banner include a February 2022 “goals and expectations” memo from a barracks on the Eastern Shore that lays out in detail how many traffic stops, citations, warnings, arrests and other metrics would meet the law enforcement agency’s monthly “expectations.

 For a state trooper in the Princess Anne barracks, that means making at least 70 traffic stops per month, issuing at least 35 citations and two to three arrests. The metrics also include a range of “driving under the influence” arrests to be made per year, which is listed as four to six.

A second document shows what appears to be an email sent to state police supervisors. It begins, “I just pulled the last 6 months of stats to help determine who is getting a new car.”

“I added the information below for your reference to help you identify any Troopers who are falling behind,” the email states. “The average point total was 1089. If you have a Trooper who is significantly below that, it is an indication that there may need to be additional coaching or corrective action taken.”

  1. this is exactly why the police need to be defunded! they work for the government, i.e. the politicians! They dont work for we the “people”!! they are here to rob you at gunpoint to generate revenue for the state! and if you think any different then you deserve to be raped at gunpoint!

  2. a points based system is just another name for quota. just like social emotional learning is another name for crt. all of law enforcement has some kind of quota based system in place.

  3. At least MSP is trying to hold their employees accountable. Every other government agency just lets the trash that do nothing bring everyone else down.

  4. before all the police/LEO haters start bashing away, please realize that troopers have no say so over this when their supervisors order them to take part in a quota system that is both unfair and places tickets above public safety.

  5. That supervisor should be fired – before being allowed to retire!

    This kind of corruption goes against the principles of service to the community and fosters the “Defund the Police” mentality! If new vehicles are needed document the need for additional funding.

Would it make sense to give a new car, with the newest equipment to safely do their job in chasing down violators or humping calls to someone who (a) just drives around, (b) parks their car at the barrack, or (c) the enthusiastic Trooper who wants to help people, wants to save lives, and hasn’t been ruined with the piss & vinegar politics that are now going on in Annapolis? Why not reward the person that comes to work early, is willing to help others, stays late, and acts as a mentor to new Troopers?

    While I don’t agree with the point system, supervisors need to be able to quantify what is good productivity and what is poor productivity. The stats that are shown for the Princess Anne Barrack are not hard to achieve if they are out doing what they are paid to do; enforce the criminal and traffic laws of the State of Maryland. If they are chasing women (or men), sightseeing, or otherwise avoiding their job, they will not be able to meet them. If you work out of the Salisbury Barrack, you will not be able to achieve these goals because you will be handling more criminal cases and seizing more drugs.

    Say there is nothing to quantify and compare what a “good and productive employee” is, with what a “poor and inefficient employee” is. When it comes time for appraisals and maybe counseling, there has to be something documented that shows why corrective action must be taken. Without that, you will undoubtedly find yourself at the end of a lawsuit, because we live in a litigious society. They’re picking on me because… {insert your snowflake feelings here}.

    Let me ask this. At your job, how do you quantify a “good employee”? Is it the person that makes it to work early every day, learns new aspects of their job, and maybe finds a better way to do things? Are you in manufacturing where more products equals better employee? Everyone has a boss to answer to. Every boss has to outline what is expected of the employee. If supervisors don’t, the people will complain that the police just sit around and don’t stop the cars flying by, or the cars passing in no passing zones, or on the shoulder. It’s a never ending cycle. The people need to tell the legislative body in Annapolis what they want done, and LIVE by that decision. Either you reward Troopers for doing a good job, but withhold rewards from people in the position just taking up space, or you will risk souring great Troopers that are going to great lengths to do their job and keep people safe.

  7. How about have unannounced car inspections when a new vehicle is ready to be given out? Cleanest car gets the new one.

    Legislators only care about additional money resources coming in for the FREE LOADERS on the WELFARE TRAIN.
    More than 80% of Wicomico County is on some type of government assistance.

    State Police hierarchy are POLITICAL LAP DOGS…. they have their heads shoved up the governor’s azz , and pray to him as a ROMAN god.
    In my tenure in law enforcement over 40 years I’ve met some serious mental health gods in STATE POLUCE at very high ranks.

    Local barrack Commanders do what they are told to do by higher ups in Pikesville, and as commonly stated : CHIT ROLLS DOWN HILL.

    I know many troopers who cannot stand being told to do frivolous stops in traffic, but are coached and reprimanded for not doing this..

    Troopers I’ve spoken to have been pulled from criminal cases to 100% enforce any and all potential traffic violations.

    There was a overzealous Trooper from Berlin Barracks that would taunt and harass drivers during the night on route 50.
    That Trooper seriously injured BIKERS by slamming into.them at a recent BIKE WEEK in Ocean City…. That Trooper is now teaching classes at the State Police Barracks in Pikesville.

    Maybe this summer Troopers from Berlin Barracks, can over ride the street lights coming into OCEAN City from Steven Decatur road through Baltimore Avenue to help ease the traffic nightmare.

  9. of course 11:55 is a kop, no way to justify this other then “i was just following orders” so tired of nazi mental midgets with badges and guns robbing citizens for bs! how come they never make a dent in the real crime around here! oh that’s right they could get shot going after real criminals! easier to just rob mom and dad trying to get to work!
