    1. It’s not just Princess Anne, new juvenile laws in Maryland make it so that children under 13 cannot commit a crime, unless it’s deemed violent, and under 10, no crimes at all. Princess Anne is just the first place to tell you like it is. Not the fault of the police, their hands are tied. Maryland’s liberal legislature is to blame.
