WASHINGTON, DC: Seeking to highlight the devastating economic impacts of NOAA’s proposed North Atlantic Right Whale Vessel Strike Reduction Rule, Congressman Harris submitted his opposition to NOAA’s proposed rule on Monday through its public comment engagement. In his comment, Congressman Harris called on NOAA to pause or considerably extend the rulemaking process to properly engage with impacted stakeholders. If enacted, this proposal would impact nearly 16,000 vessels throughout the Eastern Seaboard, resulting in hundreds of thousands of additional transit hours annually. It would also cost tens of millions of dollars more per year to consumers and impacted industry stakeholders despite any concrete scientific evidence linking the proposed speed reduction to a decline in right whale mortality. At a recent meeting in Ocean City, Congressman Harris listened to concerned watermen who expressed that while preserving the North Atlantic Right Whales are an important environmental concern, the consequences of the proposed 10 knot speed reduction on the local boating industry would be severe.
