Why An Internal Investigation?

Things are getting very shady at the Wicomico County Sheriff’s Office. Deputy Steven Abreu has multiple charges against him as mentioned in yesterdays post. However, what if I were to tell you this isn’t the first time he’s been challenged by the Sheriff’s Department. That’s right, he was allegedly suspended for four days because he was regularly asking women for their telephone number multiple times in targeted traffic stops where he mysteriously suspended his body cam footage in the process.

I’m told this could get very interesting the more exposure these articles produce, of which could spark the interest of even more women stepping forward and contacting the police to report even more incidents from the past. HOWEVER, I wouldn’t recommend your contacting the Sheriff’s Office, I’d call the Maryland State Police instead. You see, the Sheriff’s Office should never have started their own internal investigation as I can assure you there’s far more to this cover up then meets the eye. Everyone knows you use an outside source like the State Police to step in and do a proper investigation. So what are they hiding? Why 2nd degree rape? Look up 2nd degree rape, it doesn’t even qualify in this case in my opinion.

I can tell you this, finding police officers these days is almost impossible. WHY would anyone want to take this job any more these days. The liability alone of these officers is complete BS, let alone risk your life for a bunch of Liberal defund the police disrespectful non law abiding citizens. Just look at how many cities across America who are stating they can no longer protect people.

It’s jackasses like this guy who are completely destroying the 99% good guys out there who joined for all the right reasons. However, why didn’t Sheriff Mike Lewis fire this guy right out of the gate, especially since they were aware it was happening over and over again? Most would guess it is because they can’t find replacements. How did that four day suspension work for you Sheriff. I’m told that Mike is enjoying traveling to other parts of the United States and has no time to actually MANAGE the Sheriff’s Office. He’s simply a shoe in popularity wise for any re-election. In the mean time things go ignored or dismissed and instead of truly being investigated they pull the fox in the hen house drill and internally investigate one of their own.

Now before you get mad at me, think hard for just a minute. Think about the J6 trial or the Bo Biden situation. There is a process, a protocol that is in place for this exact reason, NO COVER UPS! Yeah, so Mike Lewis has mud in his face on this one, so what! Man up to what is really going on and face the fact that you are rarely in the office any more and you are failing the county voters who elected a Sheriff, not a Hollywood wanna be star. We can all agree Mike is a great guy. However, my/our job is to call out things we see wrong and NOT act like the FAKE NEWS MEDIA by covering things up.

If you are a victim of Deputy Steven Abreu you need to contact the Maryland State Police Salisbury Barrack at 410-749-3101.

  1. Inability to find replacement candidates is a horrible reason to keep a criminal employed – especially one that requires public interaction with a high level of required integrity.

This needs to be called out at the state level and publicized!

  2. Sounds like the victim has grounds for a good lawsuit against the Wicomico County Sheriff’s Office, as well as Wicomico County.

    1. I recently retired from a major metropolitan police agency after 31 years. We weathered our share of issues during my tenure. There will always be bad apples, that part is unavoidable unfortunately. There are processes in place to mitigate the chances of something like this happening, but it is still unavoidable. What I find more troublesome then the acts of the individual, are the blantant attempts to justify and excuse the actions of the individual by their LEADER, the sheriff. I’m not hearing him step up and take accountability for the actions of the people he LEADS. I’m hearing finger pointing, rationalization, justification and excuses. True leaders don’t do that. Sheriff, accept what you own and do better. I hear you are a nice guy…. That’s fine but this is a police department and nice doesn’t get the kind of police department that will serve the community the way they deserve. If YOU don’t like your hiring pool, change your recruiting practices to attract quality candidates that will actually take an interest in protecting the people, and not victimizing them. I’m sure there is a lot of blame to share for why this kid wasnt terminated at the first signs of trouble… But that buck stops with you and no one else.
If you like to see how it’s done in a larger agency, contact me.

  3. An internal investigation must be done. That should be separate and apart from any criminal investigation. They can run parallel, but they are two totally different investigations. To say that the Sheriff’s Office shouldn’t conduct an investigation into their own is ridiculous.

With that said, there is summary punishment for violating rules and regulations in all Law Enforcement Agencies in Maryland. Now, I’m not there, and only have what I have read here as background on this guy. It sounds like he has paused his BWC while on a traffic stop, which is likely a violation of the internal rules and regulations. Coupled with the charge of asking women for phone numbers on possible baseless stops, we would have to do a FOIA request on the Summary Judgement Guidelines in the same rules and regulations manual(s) to see if the four-day suspension is in line with the stated policy. The majority of rules and regulations are based on rules and regulations of other Police Agencies in Maryland and CALEA standards.

Once the FOIA request is completed, I would suggest you also write FOIA requests of other MD Law Enforcement Agencies to see what their guidelines are for similar violations. Then you can determine if a four-day suspension was appropriate, versus outright firing him, and possibly violating any rights he may enjoy as a “Suspect”. This could include back pay and punitive damages if it were found to be baseless. Based on what I’ve read, it doesn’t seem baseless, but pausing his BWC doesn’t seem to merit firing. Maybe based on what we know now, but hindsight is not something available at the time of inquiry.
