(Salisbury, MD) – Maryland State Police located two vehicles of interest as the investigation continues into a Wicomico County hit and run fatal that claimed the life of a 29-year-old Delaware man.
Investigators from the Maryland State Police Crash Team have identified two vehicles in close proximity to a crash that occurred around 3:41 a.m. on August 16, 2022. Video surveillance of the area and forensic analysis of vehicle debris at the scene identified the two vehicles as a white 2009 Ford Edge and a red/orange 2019 Kia Soul. The drivers of the two vehicles are cooperating with police as the investigation continues.
The victim, identified as Colin Henny Lin, 29, of Lewes, Delaware, was pronounced deceased on the scene by emergency medical service personnel. Mr. Lin was operating an Apollo motorized scooter. Police believe he was traveling northbound in lane one of North Salisbury Boulevard, north of Oliphant Street in Salisbury where he was subsequently struck by a vehicle.
Troopers from the Maryland State Police Salisbury Barrack responded to the scene along with deputies from the Wicomico County Sheriff’s Office and officers from the Salisbury City Police Department. The Office of the State’s Attorney in Wicomico County also responded to the scene. The Maryland State Police Crash Team continues to lead the investigation.

It is still under investigation. Here’s what I’ve been told by a very reliable source. It’s my understanding that an attorney contacted the state police the next morning and told them it was their vehicle that was involved in the accident. It took, (so I’m told) three days for the state police to contact the attorney back. It was soon after they confiscated the vehicle. Now there was no admission as to who was the driver, only that it was their vehicle involved. The problem the state police have is the fact that there are no witnesses to prove who the driver was. That is why you’ve seen no arrest. They may never be able to prove who was driving therefore this may become a civil case.
Guilt includes a conscious and most of the time those in the wrong end up talking or confessing. It is human nature.
Sad part is the waiting.

I agree with Joe that this is likely to become a civil matter. Considering the lack of proof of inebriation / impairment is a significant issue. I would imagine that the State’s Attorney and the LEO investigators are probably very close to tying everything together (if they haven’t already), but lacking the “smoking gun” is a big issue. The business closest to the accident scene may likely have little usable video, and it is just as likely that there are no witnesses to substantiate the accident (beyond the alleged individuals responsible for the accident). Now, if there is any truth to the occupants of the black Mercedes leaving immediately for a foreign country (like Mexico), I would imagine that this would inhanse the prosecution’s case (to establish guilt). Suffice it to say that there are a myriad of issues to piece toghether in light of the situation. Like many others, I am sickened and saddened at the loss of this young young man. However, this is a very complex situation that the SA’s Office /LEOs have to work with. Patience is an indeed virtue, and for many, this has run thin.
The family has expressed their full support of the SA and LEOs, and I would believe they have far more details regarding this than any of us have. While we all would like to see justice served soon, the wheels of justice do move slowly. The family is demonstrating remarkable grace and confidence; I would suggest we all do the same.
