Where Hogan supposedly has influence, power and responsibility is Maryland, and more specifically Baltimore. He’s in his seventh (7th) year as governor. Baltimore schools and their administration are a scandal of epic proportions – Larry has been MIA all the while. The urban killing zone called Baltimore has been at or near the top of murders each year of his governorship – Larry has been MIA on that battlefield also.
